if the Chinese treat such persons as being of

"no nationality". Such an attitude could, I

think, be resisted, because although it may be

true to say that such persons have not got a

nationality in the international and political

sense, they certainly have got a nationality in

the local and racial sense, which I think for the

purposes of the Chinese Law should be regarded as a

nationality.
